Mr. Carnegie to Sir Edward Grey-(Received September 24.)
(No. 328. Confidential.) Sir,
Peking, August 5, 1906. WITH reference to your despatches Nos. 158 and 187 of the 8th May and 7th June respectively, forwarding copies of despatches from His Majesty's Chargé d'Affaires at St. Petersburgh on the subject of a Russian military expedition to Mongolia, I have the honour to report that Mr. Tong Shoa-yi, to whom I privately mentioned the matter, informed me that he had asked the Russian Minister here if there was any truth in the rumours which had reached him that the Russian Government had sent military officers to survey in that country. M. Pokotilow had stated in reply that there was only one Russian civilian explorer, with two assistants, in Mongolia.
